Accreditation

      Accreditation - the procedure by which the accreditation agency evaluates the quality of educational organizations (EO) in general or individual educational programs of the organization in order to recognize their conformity to certain standards and criteria. The term "accreditation" is derived from the Latin word «Akkredit», which means "trust". If a program or EO accredited, it means that society trusts the quality of the program or the EO. Accreditation is the main instrument for the guarantee of quality of education in developed countries.

      Accreditation procedure usually involves the following steps:

- self-assessment;

- external assessment of the Expert Comission, directed to the EO by accreditation agency;

- presentation of the conclusion of the Expert Comission to the agency;

- making decision by Agency on accreditation/non-accreditation of the EO or program based on the conclusion of the Expert Commission;

- implementation examination of  the recommendations of the expert Commission in accordance with the accreditation decision.

      Self-assessment is carried out by the commission provided by the head of the EO. The main purpose of the self-assessment is to verify the conformity of the EO or program to the Agency's accreditation standards. Self-assessment should be thorough, self-critical, evidence-based. Evidence should be based on documentary data. The more self-critical and evidential the self-assessment report is, the greater the chance of successful accreditation.

      External assessment is carried out by the expert commission, provided by the agency. The main principles of external assessment are: objectivity, periodicity of procedures, collegiality of decision-making, publicity of positive results, respect for the self-sufficiency and independence of the EO, the interests of students and other stakeholders (for example, employers and other social partners), consideration the results of internal assessment. External assessment includes an examination of the report of self-assessment, inspection EO, attending classes, interviews with the management, teachers, students, parents, employers, and representatives of local authorities. Representatives of employers and teachers of other EOs are involved as experts.

      Results external assessment depends on the existence and effectiveness of internal quality assurance system with its mechanisms and methods to achieve a high quality of education.

It is very important that the internal strategy and activities of the educational institution are thoroughly investigated in the process of external assessment, because the effectiveness of its own procedures ensures the quality and therefore the external assessment procedure takes into account, first of all, the effectiveness of the internal quality assessment processes.

      Creation of an internal quality assurance system is the main task of the EO. And the effectiveness of such system depends on the work of skilled (trained) personnel EO (experts in education quality assessment). Therefore, one of the main activities AAEPO is to train professionals and experts to assess the quality of education; as well as consultation and assistance in the creation of an internal system guarantee of EO quality.

      Making a decision on the accreditation / non-accreditation is carried out based on the conclusion of the Expert Commission, submitted to the agency. The decision is taken by the Board of the Agency. The Council includes representatives of the sectors of the economy, the state and civil society. The decision is based on certain criteria agency. This contributes to the composition of the Board of objectivity and of balance of decisions.

      Implementation examination of the recommendations of the expert Commission is carried out by the Agency in a year or within the period in accordance with the accreditation decision. Implementation of recommendations of the expert committee by EO contributes to the quality of professional education.
